tender shall be beneficial to both clients and suppliers, shippers should offer volume committment  
Discipline
all suppliers receive the same info and follow the same rules, otherwise offering is not fully comparable  
Baseline
without a solid financial starting point, incoming offers are not actually assessable  
Calculations capability
must be illimitate, not to lose any opportunity 
Service specs
suppliers have not to make assumptions, all services specifications must be described in the possible booklet.  
Contracts
protect what you negotiated with solid written logistics  contracts, the legislator protects more the carriers than the shippers
